In view of the situation that people who appeal for re-trial (Saishin Jogan) have difficulty to get the special permissions in recent years, we asked Hamada Kazuyuki, a member of the House of Councilors, to submit “the memorandum on questions about special permission to stay to people who appeal for re-trial (Saishin Jogan)” to chairman of the House of Councilors.
On November 19, the answer to it came out with the name of Prime Minister.
